Michael T. Beavers (Mike) 

Deputy Commissioner, Virginia Bureau of Insurance

Mike is currently a Deputy Commissioner for the Virginia Bureau of Insurance. Mike has been with the Bureau for more than 32 years and currently oversees the Agent Regulation Division, which includes three investigation units and an agent licensing section.  He has worked as an Investigator, Senior Investigator, Investigations Supervisor and Chief of Investigations for the Agent Regulation Division.

Mike has worked on legislative matters for the Bureau for more than 25 years, and has testified before numerous committees on agent-related issues. He has represented the Bureau on various National Association of Insurance Commissioners task forces and working groups and on the Virginia Insurance Continuing Education Board; has coordinated insurance-related crisis response following disasters, and is a go-to resource for federal and state law enforcement entities and others.

Before joining the State Corporation Commission, Mike was a full-time private investigator with a Richmond firm for five years.  He holds a Bachelors degree in Administration of Justice from Virginia Commonwealth University.  Mike has earned the professional designations of Certified Fraud Examiner, Chartered Property Casualty Underwriter, Certified Insurance Examiner and Certified Insurance Counselor. 


Reese jackson

Reese Jackson, JD, MHA, FACHE is an accomplished healthcare strategist with more than two decades of progressive leadership experience in diverse health care settings and organizations across the country. He joined Chesapeake Regional in 2016 and was previously the President and CEO of Forbes Hospital, a community hospital in Monroeville, Pa. with more than 300 beds and a certified Level II Trauma Center.

Mr. Jackson has strong ties to the Commonwealth, where he received a Master of Health Administration degree from Virginia Commonwealth University, and Juris Doctor from the University of Richmond.


yates lennon

Interim President and Chief Transformation Officer, CHESS Health Solutions

Dr. Yates Lennon currently serves as the Interim President and Chief Transformation Officer for CHESS. He is known nationally for his work in quality, previously serving on the American Medical Group Association (AMGA) Quality Leadership Council.

Dr. Lennon has a deep understanding of practice transformation and how to engage physicians and staff. His expertise allows him to translate his knowledge into initiatives that physicians and staff understand and buy into, in order to ultimately transform patient care.

Dr. Lennon began his administrative career as a member of Cornerstone Health Care’s Patient Expectations Are Key (PEAK) team and later became the Chief Quality Officer for Cornerstone. Dr. Lennon joined CHESS in May of 2018 as the Chief Transformation Officer and in his short time of service for CHESS has overseen a robust business development funnel and the onboarding of two new health systems to the CHESS CIN.

In June of 2019, Dr. Lennon assumed the role of Interim President for CHESS. Dr. Lennon received his Master in Medical Management (MMM) degree from Carnegie Mellon University in May 2017.



Stephen magosin

Pharmacy Benefit Consultant, Cigna

Stephen Magosin is a Pharmacy Benefit Consultant with Cigna located in the greater Philadelphia area. Stephen has been a pharmacist for 23 years and has worked in PBM sales and clinical management for over 17 years. He is responsible for growth and sales support for the Mid-Atlantic through New England regions. He consults with National and Regional Market sales teams to assist with growth strategies while providing clinical solutions for new clients.

Prior to joining Cigna in 2013, he was with Aetna Pharmacy Management for 8 years focusing on new sales and retention support of both National Account and Regional Accounts in various regions of the country. In earlier roles, he was responsible for clinical account reporting, policy development, pharmacy network pricing tables and profit analysis.  

Stephen has over 12 years of clinical experience, mostly as an Oncology Pharmacist working in acute care on a per diem basis. He maintains an active Pharmacist License in PA. He is also a licensed insurance producer in over 20 states.

Stephen holds a Doctorate in Pharmacy degree from Shenandoah University and a BS in Pharmacy from University of the Sciences in Philadelphia.

He and is an avid healthcare entrepreneur. Before founding CareTeam, an employer worksite primary care clinic company, he worked with some of largest health systems across the United States to deploy strategies that make physicians more efficient and reduce burnout. Scott is passionate about employers being the key to transforming the delivery healthcare, and for 13 years, CareTeam has been creating healthier, more productive workforces through its on-site and shared-employer health center solutions.  He is a graduate of the College of William and Mary in Virginia, and received an MBA from the University of Florida. Scott resides in Jacksonville, Florida with his wife and two children.
